Aspen fills two leadership positions

Two new leadership positions for Aspen have been filled, the city announced on Wednesday.

Randy Crews has been hired as the city’s new human resources director, and Erin Loughlin Molliconi, P.E., has been named the utilities director.

Crews brings over 18 years of leadership experience in hospital operations and human resources, including roles in South Carolina and Colorado healthcare systems and service in the U.S. Army, a news release states. His expertise includes strategic planning, employee relations, compensation, HR information systems, training and development, and benefits administration.



In his new role, he will handle employee relations, formulate policies, ensure legal compliance, oversee performance management, and partner with the City Manager’s Office for organizational development and workforce planning.

Molliconi brings extensive experience in municipal utilities, having most recently served as utilities field operations manager, the release states. In that role, she led water and electric distribution teams, oversaw emergency response coordination, implemented capital improvement projects, and supported staff development across the department.

In her new role, she will direct the utilities management and operations including water, electric and utility billing departments.

She has been with the city for almost three years and has worked in the municipal utilities industry for nearly 11 years.
